About PMRF 2019
PMRF is Prime Minister's Research Fellowship. It is a PhD scholarship scheme that is launched by MHRD and offers PhD scholarships to 3000 meritorious students from IITs, IISc, IIITs, NITs, and IISERs. These 3000 students will be selected in three batches starting from 2019-20 through a rigorous process and will be provided direct admission into PhD Programmes in IITs and IISc to pursue research in frontier areas of science & technology, with an enhanced monthly fellowship amount as mentioned on this page below.
The PMRF application opens twice in a year for May and December for awarding a fellowship.
Interested candidates have to fill the PMRF online application form to get the Prime Minister's Research Fellowship (PMRF). The application process has started from September 2019 and the direct link to application page is available on this page below.

PRMF 2019 Scheme Details
PMRF scheme was launched to give encouragement to meritorious students from selected institutes. PMRF scheme was launched at a total cost of Rs.1650 crore for a period of seven years beginning 2019-20. The objective of the scheme is to encourage highly skilled researchers and scientists to pursue their R&D interests in Indian Institutions.

In addition to the fellowship as mentioned above, each Fellow will be eligible for a Research Grant of Rs. 2 Lakh each year for five years towards foreign travel for presenting a research paper. The Fellows selected under the scheme will be recognized as “Prime Minister’s Research Fellows”.
The tenure of fellowship will be four years for students from integrated courses and five years for B. Tech. students.

PMRF 2019 Application form and Process
Candidates have to fill the online application form to avail the MHRD Prime Minister’s Research Fellowship. The application process started in September and the last date of application is 15 October 2019. The direct link to the application form is given below. Candidates can click on the link available on this page to fill the online application form of PMRF.
Steps to fill PMRF Application Form
- STEP 1: General Details: Candidates have to fill their general details such as Name, DOB, Gender, Aadhaar No., Contact Details, etc. in the given sections.
- STEP 2: Academic & Professional Details: Candidates have to fill their educational details such as Name of Degree, Marks, Year of Passing, Roll No., etc. They also are required to fill their professional details if any.
- STEP 3: Project Details: Candidates have to describe their project summary within 100 words.
- STEP 4: Candidates have to fill two Referee Details in the given section.
- STEP 5: Candidates have to choose the Broad Discipline and Institute Combination Preference.
- STEP 6: Upload: Candidates have to upload the scanned copy of their passport size photograph and the PDF file of Mark Sheet, Project, and CV.
Submission of the PMRF Form
The application form of MHRD Prime Minister’s Research Fellowship has to be submitted through the online mode. Candidates should check the filled application form before the final submission. And they also keep the photocopy of filled application form for future reference.
Abstract Submission for PMRF 2019

The Project abstract should clearly articulate the area of the study and should display keen interest and insight on the subject chosen.

The Project abstract should formulate a problem for the study which would be used for assessing the applicant's analytical and research skills.

The topic chosen shall be preferably in cutting-edge technology and science, with a focus on national priorities.

The abstract should be original in the applicant's own words, provide formulation and other technical details of the problem. Evaluation of the abstracts will be an important component in the final selection of applicants for the PMRF.
Payment of PMRF Application Fee
Candidates can pay the application fee through the SBI Online or SBI e-receipt. In the case of SBI e-receipt candidates have to fill the details of e-receipt such as Fee SBI Collect Reference Number and SBI Collect e-receipt date. They are also required to upload the SBI Collect e-receipt on the application form.

PMRF 2019 Selection Process
The selection of candidates for the PMRF will be done through the two-stage process with screening by the Reviewers and final selection by the Selection Committee for each research vertical to ensure competition, standardization, transparency and selection of the best talent. This shall be done in the following manner:
- Stage 1: Screening of Application
- Stage 2: Interview - For each subject area, the Selection Committee constituted by the NI will select candidates after the interview.
- Stage 3: Allocation of Institute - The allocation of Institute for the doctoral study would be done by the Selection Committee, Keeping in view the choices of the selected candidates and the availability of academic and other infrastructure.
- Stage 4: Linking to Guide - An appropriate algorithm will be developed by the IITs/IISc for selection of the candidates and linking them to potential guides.
In 2018, a total of 139 scholars were selected for the PhD Programme in IITs and IISc. The names of all the selected students are given on the website.
