About NHRC’S Short Film Award Scheme
NHRC Short Film Award Scheme 2017 is a short film competition that aims at recognising the creative efforts towards promotion and protection of human rights. The Prize money for the first, second and third best film will be Rs. 1 Lakh, Rs.75 thousand and Rs.50 thousand respectively. The last date of filling and submitting the application the application is 15 September 2017 and there is no entry fee for this competition. The Theme of the Short film is “Human Rights issues”.Candidates have to make a 5-10 minute film for the promotion and protection of human rights.

NHRC’S Short Film Award Scheme Reward
The best top 3 winners will get the prize money through cheque in the name of the winners. The award money or cheque may be issued in the name of a company or a production house only if it is stated to be so by the applicant in their application form. The amounts to be given to the winners are as follows:

Lodging and Boarding: NHRC will arrange the stay for three award winning films winners in New Delhi because the winners will receive their award at New Delhi. However, the recipients of the prizes are free to make their own arrangements to stay in Delhi as per their convenience.
Airfare: NHRC will reimburse to and fro airfare (Air India economy class), by the shortest route from the airport of embarkment and disembarkment.
AC Taxi Fare: The three winners will get the AC Taxi Fare from their residence/office to the airport of embarkment and from the airport of disembarkment to the place of stay in Delhi and back.
It is to be noted that for reimbursement, production of receipts towards payment for the air tickets (along with boarding passes) and local AC taxi fare will be required.

NHRC’s Short Film Award Scheme Application form can only be filled offline. There is no Online application process. The last to apply is 15 September 2017

Instructions to fill the NHRC Application Form
- All the entries should be filled in CAPITAL LETTERS in the application form.
- The applicant should attach his/her identity, such as Aadhar Card, Voter Identity Card, PAN Card, Driving License or any other valid proof of identity issued by a Government authority.
- The theme of the film: The theme of the film is “Human Rights issues” Each entry should accompany brief theme and synopsis of the film in writing. The themes of short films could be broadly-based on various socioeconomic, cultural and political rights. The film could be a documentary, dramatization of real stories or a work of fiction, in any technical format, including animation, within the ambit of right to life, liberty, equality and dignity and covering issues specific to bonded and child labour, women & children’s rights, rights of elderly persons, disabled rights, right to healthcare, issues of fundamental freedoms, human trafficking, domestic violence, human rights violation due to police atrocities, custodial violence and torture, socio-economic disparities, rights of indigenous people, prison reforms, right to education, right to clean environment, right to work, right to equality before law, right to food and nutritional security etc.
- The language of the film: The film must be in any of the Indian languages with subtitles in English or in English.
- Duration of the film: The film should not be less than 5 minutes and not more than 10 minutes.
- Film Format: The short films may be shot in any technical format or camera set-up or in animation.
- Titles & Credits: Each film should depict its title and credits, including the names of the producer, writer, and director.
- The Participant should write his/her complete postal address, telephone number as well as an email address in the application.
- The film DVD should be carefully packed to avoid damage and should clearly mention “Entry for short film award on human rights issues”.

The entry can be sent by post or submitted by hand at the NHRC’s Central Registry Unit. candidates must note that Soft copies or e-mail will not be accepted. All the participants must submit the duly be filled in Application for along with requisite documents, DVD of the film and its theme and synopsis kept inside an envelope should reach the office of the Deputy Officer (Media & Communication) to the following address:

NHRC’S Short Film Award Scheme Selection Process
A jury will select the best three entries and NHRS’s Short Film Award Scheme Results will be uploaded on the official website of NHRC that is www.nhrc.nic.in.
The NHRC Indian will have the Screening Rights for the film and will have the right to use the films for any purpose it deems fit. An undertaking in this regard, as given in the application form, must be duly signed.
