About Kala Utsav
- Kala Utsav is an initiative of Ministry of Human Resource Development (MHRD) launched in 2015 and would be an annual event which aims to promote arts in education by nurturing and showcasing the artistic talent of school students at the secondary stage in the country.
- Through Kala Utsav, Students can show their talent in the field of Theatre, Music, Dance and Visual Art.
- The activities will begin with schools conducting and identifying talents to represent it at District level and then further on the state and national level.
- Students will not only get an opportunity to perform pieces from their living traditions but also they can live the cultural experience while documenting Online Art Projects.

Organisation of Kala Utsav at the National Level
- National Level Kala Utsav will be conducted from December 8, 2015 to December 10, 2015 at National Bal Bhavan, New Delhi.
- The National Award function shall be held at Siri Fort Auditorium on December 11, 2015
- The celebration of arts (with award winning entries at National level) in the Central Park (Connaught Place) will be organized on December 12, 2015 for the general public.

The money in each award will be divided into four art forms equally i.e., Theatre, Dance, Music, and Visual Art.

Levels of Kala Utsav
States/UTs will select the best teams for participating at the National Level.
- District – This is the first level of Kala Utsav. At this level all schools can send their entries. (If appropriate and convenient, The State may opt to have Kala Utsav at block or tehsil level.)
- State/UT – Selected teams from districts level will participate at this level.
- National – This is the final and culminating level of Kala Utsav where best of the State/ UT entries will showcase their talent.

Judging Panel
- There will be a separate Jury consisting of three experts to examine every area of arts.
- The Jury members will be drawn from educators/ practitioners/ scholars of the respective art forms.
